Find a Permitted Pumper

SRHD maintains a list of permitted pumpers that are currently permitted by the health district to provide pumping services. The health district does not endorse, recommend, or warrant the work of any sewage system pumper. The following list is provided for informational purposes only.

Pumper Permits

In accordance with WAC 246-272A-0340, on-site sewage system pumpers must obtain approval from the local health officer prior to providing services within a local health jurisdiction.

Sewage system pumpers are permitted annually by Spokane Regional Health District (SRHD). The permit process includes an application, payment of applicable fees and other regulatory requirements.

Before contacting SRHD, please review the Wastewater Rules and Regulations from the Washington State Department of Health and the SRHD Conditions of Approval and Permit of On-site Sewage System Pumpers (see next section).


Conditions of Approval and Permit On‑site Sewage System Pumpers

WAC 246‑272A‑0340 requires that on‑site sewage system pumpers obtain approval from the local health officer prior to providing services within a local health jurisdiction. Compliance with the following criteria is required for each on‑site sewage system pumper to obtain approval and maintain a permit to operate within Spokane County.

Vehicle and Equipment

  1. Pumping and transport equipment shall be constructed of materials and components with durability and corrosion characteristics applicable for the pumping and transporting of septage.
  2. All pumps, valves, lines, pipes, tank seams, hatches, covers, and other gaseous, liquid, or semi‑liquid contact areas shall be maintained in a water‑tight and odor‑tight condition at all times.
  3. All pumping vehicles shall be clearly identified with the name of the applicant or company in conspicuous, permanently attached or painted letters on both sides of the vehicle tank.
  4. A copy of the current on‑site sewage system pumper permit shall be kept in the vehicle at all times.

Operation

  1. When pumping sewage tanks, each and every compartment shall be pumped out completely.
  2. Septage removed from on‑site sewage systems shall be disposed of at approved sites and facilities, and in accordance with all applicable rules and regulations.
  3. Non‑sewage wastes shall not be commingled with sewage wastes, and shall be disposed of at an approved site or facility in compliance with all applicable rules and regulations. Following the handling of any non‑sewage waste, the pumper vehicle shall be adequately washed out prior to receiving any further sewage waste. Any rinsate shall be collected and disposed of at an approved site or facility in the same manner as the load of non‑sewage waste.
  4. Disposal of any residual sand, grit, or particulate matter remaining in the pumper vehicle’s tank shall be at an approved facility.
  5. The permittee shall ensure that any non‑standard waste is not a hazardous waste prior to accepting it for collection and transportation.

Record Keeping and Reporting

  1. For each sewage tank pumped in Spokane County, the permittee shall record the following information:
    • Date, owner or occupant name, site address, quantity pumped; and
    • Date and place of disposal.
  2. Pumping and disposal records shall be submitted monthly to Spokane Regional Health District (SRHD). Monthly reports are due no later than the 15th of the following month.
  3. The permittee shall obtain approval from SRHD prior to any changes in equipment, operation, or disposal site.
