Spokane City Council Member, District 1
Term: 2023-2025

Elected in 2019 and re-elected in 2023, Council Member Michael Cathcart represents Northeast and Downtown Spokane (District 1) on the Spokane City Council. He currently serves as Council President Pro Tem.

Councilmember Cathcart’s priorities include fighting to secure more resources for Northeast Spokane and our City's oft-forgotten neighborhoods. Through many years working both in and outside of government, he brings a unique perspective to his role on the Council. His first term has focused on addressing pressing budget challenges through transparency and collaboration, advancing initiatives to enhance public safety and neighborhood livability, and championing innovative policies to improve housing affordability and availability across the Spokane community.

In 2023, his vision for language access in City Hall became law when the City Council unanimously approved his proposed policy to establish a language access plan to ensure Limited English proficiency residents have access to City services, information and civic processes.

Council Member Cathcart is a proud Montana State University alumni. Prior to joining Council, he served as a Neighborhood Council Chair, Community Assembly member, and was selected to serve on several task forces related to housing, employment, and comprehensive plan updates. In 2016 and 2020, the Spokane Association of Realtors presented him with their Community Partner of the Year award. In 2022, the Northeast Community Center presented Council Member Cathcart with an award for his advocacy and support in growing the Hillyard Community Campus.

As a devoted husband and father, Michael wears many hats, but his true passion lies in making Spokane a city where everyone can thrive. Michael, his wife Vina, and their son have made their home in the Shiloh Hills Neighborhood.
