REQUEST FOR PROPOSALS: Administrative Officer Recruitment Services

PURPOSE 

Spokane Regional Health District (District) is seeking proposals from interested, qualified, and experienced professional search firms to provide recruitment services for the executive position of Administrative Officer.

The request for proposals does not obligate the District to award a contract or complete the recruitment, and the District reserves the right to cancel the solicitation if it is considered to be in its best interest.

TIMELINES

  • Submissions are due by 11:00 a.m., PDT, on Friday, January 25, 2019.

  • Award announcement will be posted online within two weeks unless otherwise notified.

  • Agreement shall be fully executed prior to commencement of work.

  • Anticipated project start date by Friday, February 25, 2019.

  • Anticipated project completion by October 31, 2019.

SCOPE OF SERVICE

The scope of service includes:

  • Meeting with District’s Transition Committee to obtain information regarding the expectations, challenges, requirements and responsibilities of the position.

  • Meeting with key personnel to obtain information about the District including demographics, budget, and organizational structure.

  • Review the current position description and recommend adjustments.

  • Develop position profile and advertising brochure.

  • An aggressive direct, national networking campaign for top talent.

  • Advertisements to be placed in select appropriate professional publications and on internet bulletin boards.

  • Thorough screening of applicants to include background, criminal and credit checks, references and media checks to assure finalists have backgrounds of the highest integrity.

  • Creation of a list of finalists.

  • Ongoing updates and meetings with the Transition Committee throughout the process and with final recommendations, and assistance with the selection process including recommendations or possible attendance in final rounds of finalists’ interviews.

SUBMISSION REQUIREMENTS

  • A cover letter on business letterhead introducing the company and the individual who will be the primary contact person.

  • Full name, phone number, and email address for the primary point of contact.

  • Business Federal Tax ID Number and any DUNS Number.

  • Specific qualifications regarding experience in conducting professional search/recruitment services, including the names of clients similar to the District (name, organizations, phone number).

  • A reporting of any methodologies in conducting executive/professional searches and/or recruitment services.

  • A detailed timeline for completion of each phase and total project.

  • Breakdown of all costs including labor, deliverables and incidentals.

  • Signature of authorized individual to bind firm to the proposal.  The proposal must be a firm offer for a ninety-day period.

  • Submit in a sealed, marked envelope no later than 11:00 a.m., Friday, January 25, 2019 to:

EVALUATION/SELECTION CRITERIA

The submission requirements and deadline need to be met to qualify. Evaluation and selection is based on the following criteria:

  • Demonstrated understanding of the service requested
  • Qualifications of the firm and assigned individuals
  • Reliability/availability
  • Methodology and scope of the proposed services     
  • Quality of work   
  • Experience
  • Reference check
  • Competitive pricing     

The District reserves the right to reject any and all proposals, to waive any technicalities, informalities and irregularities, to accept or reject all of part of proposals, and to be the sole judge of the suitability of the proposals offered.

SRHD may request additional information to complete the evaluation process. A fully executed agreement will be required prior to the commencement of any work by the selected recruitment agency.
